
Professional Experience
Mr. Horowitz attended
American University undergraduate and law school. He graduated from law
school in 1964. He clerked for Judge Edmond T. Daly in the Court of
General Sessions for the District of Columbia. In 1965, Mr. Horowitz
became an Assistant Corporation Counsel in the District of Columbia
handling criminal and civil litigation and defending the District of
Columbia in personal injury actions. Mr. Horowitz has been in private
practice since 1969 handling civil litigation, emphasizing medical
malpractice and personal injury matters. In 2000, Mr. Horowitz closed
his own law firm and became a partner in Armstrong, Donohue, Ceppos &
Vaughan, Chartered. Mr. Horowitz handles civil litigation emphasizing
medical malpractice, personal injury, insurance defense, product
liability and other personal injury matters.
Mr. Horowitz is a
member of the Bars of District of Columbia and Maryland. He is
qualified to practice before all courts in Maryland and District of
Columbia, including the United States Supreme Court. Mr. Horowitz is a
member of the District of Columbia Bar Association, Maryland State Bar
Association, Montgomery County Bar Association, Maryland Trial Lawyers
Association, and District of Columbia Trial Lawyers Association.
Mr. Horowitz has
lectured for the Maryland Institute for Continuing Legal Education, was
the author of the Chapter in the Maryland Trial Lawyer’s Manual on
Personal Injury. He has lectured and been a speaker at seminars
throughout the years for the Maryland Trial Lawyers Association, Prince
George’s County Bar, as well as MICPEL. Mr. Horowitz is the past
president of his college fraternity, Zeta Beta Tau, and past president
of Beth Torah Congregation in Hyattsville, Maryland. Mr. Horowitz is
married and has two children who are both attorneys.
